With a good pressure switch and using these steps above the pump should work when you want it and stop when you want it to. The Whale damper is quite ‘cheap and cheerful’ (though not exactly cheap) with no pressure adjustment. As mentioned in this 2013 Caravantallk thread Diaphragm pumps are much less susceptible to pressure variations with voltage. For this reason, it is quite common for a pressure switch to be built into the pump as the preferred means of switching. Water heaters for caravans

If there’s no water leakage preventing the water system from pressurising properly, the prime suspect for the ‘surging’ must be the Whale Pressure Switch. So if the problem does not spontaneously cure itself, beginning by swapping the Pressure Switch would make sense. And, if there are no leaks and fitting a replacement Pressure Switch and pump is ineffective, that would just leave the Whale surge damper. As already mentioned above, pressure switches are prone to voltage variations. So, if you’re on mains hook-up on one trip and everything is fine (your 12V battery is kept fully topped up by the caravan’s charger), then on your next trip, which is off-grid (without hook-up), the water supply might be fine at first, but as the voltage from the battery drops, it’s likely the pressure switch will need adjusting at some point.
